Common Background
How Provincial Governors and Mayors Are Elected and Their Terms of Office
The Constitution of China stipulates that the term of office for local People’s Congresses is five years (Source: Constitution of the People’s Republic of China). Local People’s Congresses have the authority to elect and remove provincial governors and deputy governors, as well as mayors and deputy mayors (Source: Constitution of the People’s Republic of China). The term of office for local people’s governments is the same as that of the local people’s congresses (Source: Constitution of the People’s Republic of China).
The first meeting of the current term was held in many provinces and cities in January 2023. According to an article on the Chinese government website, the meetings took place on January 15, 2023, in Fujian Province, Sichuan Province, and Shanghai;the first sessions were held on January 15 in Fujian Province, Sichuan Province, and Shanghai; on January 16 in Liaoning Province and Shaanxi Province; on January 17 in Hubei Province; on January 18 in Shandong Province; and on January 19 in Jiangsu Province, respectively, during which the chairpersons of the Standing Committees of the People’s Congresses and other officials were elected (Source: China Government Online). In Guangdong Province, it was announced that the first session would be held from January 12 to 16, 2023 (Source: Guangdong Provincial People’s Government).
In these provinces and municipalities, the current term began in January 2023. According to the data in this article, the current term numbers for Zhejiang Province, Anhui Province, Hebei Province, Beijing Municipality, Tianjin Municipality, and Chongqing Municipality have been confirmed.
Provincial governors and mayors may be replaced even before the end of their terms. In 2026, new mayors were elected in Chongqing and Shanghai. The “Next Milestone” column in the table does not take these mid-term replacements into account.
2026 is the first year of the new five-year plan
Many of the 2026 government activity reports identify 2026 as the start of the 15th Five-Year Plan period. For example, the Shanghai Municipal Government’s report refers to 2026 as the starting year of the “15th Five-Year Plan” (Source: Shanghai Municipal People’s Government).
Reports from various regions set the economic growth target for 2026 generally between 4.5% and 5.5%. Specific figures will be provided in the sections on each region.
Common Challenges Identified in Reports from Various Regions
